About Reservoir Hazard Map

The purpose of issuing Reservoir Hazard Map

Toyokawa city issues Reservoir Hazard Map concerning agricultural reservoirs defined as major facilities from disaster prevention point of view which may affect people and housing in times of collapse of reservoir banks due to overflow caused by anticipated big earthquake and heavy rain etc. The map indicates foreseen flooded areas, maximum inundation depth, and its arrival time. The map was made for local residents to regularly share information concerning inundation damage and reduce the damage caused by disassters through emergency preparation. It would be good if the map could give you opportunitites to talk about this subject with your family and neighbors

How to read Reservoir Hazard Map

Reservoir Hazard Map indicates foreseen flooded areas, maximum inundation depth, and its arrival time to see how deep and wide the water spreads out. The map also indicates designated emergency evacuation sites such as schools and parks, and steep slope area with landslide possibilitiy which is dangerous for evacuation passage. In addition, major roads for evacuation route are indicated. To secure your safety, please pay attention to evacuation routes and sites which overlap foreseen flooded areas in times of evacuation.

Reservoirs on the map do not mean immediate danger

It is not an indication of immediate danger about reservoirs shown on the map. The reservoirs whose safety were certified by earthquake resistance investigation may not be safe enough considering possiblities of disaster occurrence such as big earthquake beyond expectations. The reservoirs which were found insufficient for safety by the investigation, go through earthquake resistant reinforcement as safety measures. However, as already mentioned, since there are possibilities of disaster occurrence such as big earthquake beyond expectations, there is no absolute safety. Therefore, Reservoir Hazard Map is to be issued.

Foreseen Flooded Area

It means areas which are assumed to get inundated when the reservoir is full and the central part of its bank body is destroyed all at once. Inundation's arrival points are indicated sequentially with red wavy lines by computer simulations.

Maximum Inumdation Depth

It means the momentary maximum inumdation depth (Not the continuous inundation depth. When water level of the reservoir goes down, decrease of inundation gradually follows.)

Points of attention about Reservoir Hazard Map

Inundation spreads gradually. Therefore, the maximum inundation depth does not occur simultaneously in the whole assumed areas. In addition, actual inundation areas can be different from the assumed areas.

Things to do in times of evacuation

  • If collapse of reservoir bank is foreseen, evacuate first to safe places such as heights. After securing your safety, move to evacuation sites.
  • Evacuate by avoiding cliff area, alonside of rivers, and downstream directions of reservoir.
  • Evacuate in family or group by speaking to each other with neighbors.
  • Evacuate in cooperation by speaking to persons requiring special care and consideration.
  • Slippers, sandals, and rubber boots can be dangerous. Try to evacuate in sneakers etc. if possible.

If you notice any abnormalities in a reservoir, stay away from the reservoir to secure your safety, and call immediately the contact number written on the Reservoir Hazard Map (Toyokawa City Industrial Department, Agricultural Affairs Devision 0533-89-2139).
