Procedure after birth
Notification of birth
When a child is born, first thing to do is naming the child. A notification of birth must be submitted within 14 days of birth to Civic Affairs Division (Shiminka). Procedure of the notification is done by the father or the mother (If the parents are not married yet, it is only the mother who can do notification procedure.).
Things to bring
- Notification of birth (With certification of birth written by a doctor)
- Inkan
- Maternity passbook
- National Health Insurance Certification (Only those who join )

Application for Child Allowance, Jidoteate
It is paid until the end of the fiscal year in which the child becomes 15 years old. Application procedure is done at Child Rearing Support Division (Kosodate Shienka).

- Residence Card of applicant
- Bankbook (which is registered with applicant’s name.)
- My Number Card of applicant and its spouse

Application for Recipient Certification of Child Medical Expenses Subsidy
All self-borne medical expenses for the child’s hospital visits and hospitalization is subsidized until the end of the fiscal year in which the child becomes 15 years old(It is applied only for those who join public insurance, and medical services which are considered inapplicable for insurance are not eligible. For high school generation, subsidy is only for hospitalization.). Application for Recipient Certification is done at Insurance and Pension Division (Hoken Nenkinka).

- National Health Insurance Certification (In case of health insurance, guardian’s health insurance certification is required. In case of National Health Insurance, child’s National Health Insurance Certification is necessary.)
- Maternity passbook with acceptance certification of notification of birth

Issuance of Hagumin Card
Toyokawa city distributes “Hagumin Card” to households with child under 18 years old and to pregnant women. This card can be used at Hagumin Yutai Shop (Hagumin Benefit Shop) and person with the card can receive various benefits at handling shops. Hangmin Card is distributed at Child Rearing Support Division, Child Rearing Support Center, Health Center, Ichnomiya Branch Office, Otowa Branch Office, Mito Branch Office, and Kozakai Branch Office. For pregnant person, please bring Maternity passbook, and for others, bring ID certification for application.

During infantile period, children are requested to take infantile health checkup at Health Center and vaccination at medical institutions regularly. Please check the schedule with Toyokawa Newsletter. Since dates are set depending on child’s birthday, do not miss the day of medical service.
