About reporting of moving in and out
Before moving out
Basic Resident Resister Law was revised on July 9 2012. With this, in case of moving, it is necessary to do moving out procedure at municipality of previous address. After the procedure is completed, Moving out Certification (Tenshutsu Shomei Sho) is issued. Moving out procedure can be started in 14 days prior to moving. When moving takes place in the same municipality, above mentioned procedure is not necessary.
For changing address
When an address changes due to moving etc., it is required to do moving in procedure within 14 days at the municipality of new residence. On this occasion, “Moving out Certification (Tenshutsu Shomei Sho)” issued by the municipality of previous address is necessary. Please do not forget to submit it. Until completion of moving in procedure, the other procedures such as child allowance and national health insurance cannot be done.

| Necessary things to bring | Inkan (Inkan for confirmation, Mitomein is permitted. When the person itself or relatives in the same household does the procedure, Inkan is not necessary.) However, pass word of My Number Card (Social Security Number Card) and Basic Resident Resister Card (Jyumin Kihon Daicho Card) are necessary. In this case, place to report is only Civic Affairs Division of Toyokawa City Hall. |
In case that moving was done without doing moving out procedure
In this case, you can ask municipality of previous residence for mailing Moving out Certification (Tenshutsu Shomei Sho). Get application form at city hall or download application form from the following site, fill necessary part, and mail it with a copy of ID certification in return envelope to the municipality of previous residence. When you receive Moving out Certification (Tenshutsu Shomei Sho), please bring it to the municipality of new residence and do the moving in procedure.
