About National Health Insurance 「国民健康保険の制度について」

What is National Health Insurance?
In Japan, persons who have Resident Register at the municipality of its residence are obligated to join either National Health Insurance or Social Insurance. Excluding persons who join health insurance at work, and persons who receive Livelihood Protection service, all persons are to join above mentioned insurance.
When joining, all household member’s insurance joining situation is confirmed. Except persons who join Social Insurance, all members are to join National Health Insurance. It is not permitted that only wife and child join the insurance.
Also, when the person moves out of Toyokawa city or joins Social Insurance, the person must file for disqualification of National Health Insurance. Before moving out, National Health Insurance Certification must be returned. Please be aware that without the procedure of National Health Insurance disqualification, its premium is continuously charged.
If you join National Health Insurance, as with Social Insurance, self-covered medical charge at hospital is 30％(For children before obligatory school age, 20％, for the person with the age of 70 years or older, it is 20 or 30％). There are allowances for occasion of birth and death etc., and in case of high medical expense, part of the medical expense can be reimbursed (Criteria differs depending on the person’s income.).The insurance premium is calculated based on the previous year’s income.
Notice
The day of joining National Health Insurance should be the day when you move in, or when you lose qualification of Social Insurance. That is to say, it is not the day of reporting. Reporting should be done within 14 days from the day when the reason of obtaining National Health Insurance qualification occurs. If reporting is delayed, there could be cases of paying total sum of medical fee up to the reporting day. The insurance premium starts from the day of obtaining the qualification.
For the household which has not paid the premium for a long time, there are cases that short-termed Insurance Certification and qualification certification are issued in place of regular Insurance Certification, so please pay close attention to the payment delay and forgetting the payment.

| Medical Expense Coverage | In case of visiting medical facilities due to illness and injury, self-covered medical expense is 30％ or 20％. The rest is covered by National Health Insurance. Please make sure to show Insurance Certification. |

| Specific Cases of Medical Expense Coverage | In some cases as follows, total sum is covered by the insured first. If the case is confirmed to be insured by investigation, the overpaid sum is paid back later on. | High medical expenses | When self-covered medical expense of 1 month becomes high, the sum which surpasses the ceiling amount is covered by National Health Insurance. Application form is sent to eligible person. |
| Transportation Expense | The expense of transportation instructed by doctor is paid by National Health Insurance when the case is confirmed to be covered. |
| Birth Allowance | When pregnant period is 22 weeks and over at the child birth facilities joining obstetrics medical support system, 420,000 yen is paid. If the pregnancy is 12 weeks (85 days) and over, the allowance is paid in spite of miscarriage and still birth. However, if the birth takes place within 6 months after disqualification of Employee Medical Insurance, the allowance is paid from there. If birth expense is lower than the sum of allowance, the deducted sum is paid from National Health Insurance (Application is required for this purpose.). |
| Funeral Expenses | When the insured person dies, 50,000yen is paid to the person who held the funeral. However, if the deceased was joining Employee Medical Insurance (Health insurance of working place etc.) 3 months within its death, the expense is covered by the insurance. |
