Alien Registration |

Outline |
Alien registration is necessary for
all foreign people staying in Japan long term (a stay of over
90 days). This is not necessary for foreigners such as tourists
staying short term. Alien registration certifies your residence
and personal status and is your pubic identification for administrative
services such as welfare and health care. The applicant must
come in person to the application area in the Citizen's Office.

Initial Alien Registration |
Initial alien registration is necessary
when first entering Japan or when a child is born in Japan.
The application must be made within 90 days of entering the
country or within 60 days of the birth of the child. After registering,
and once the an alien registration card has been issued, by
carrying this card at all times, the bearer is released from
the obligation of carrying a passport.
Required Items:
Passport, 2 photographs (4.5 cm * 3.5 cm) for those 16 or
older, a birth certificate in the case of a birth |
Changes in Registration |
When there is a change in a registration
item such as address, name, residence status, term of stay and
so on, it is necessary to register within 14 days of that change.
Required Items:
Alien Registration Card, documentation confirming the changed
item (2 photographs may be necessary depending on the item
changed) |
Confirmation Registration
(Renewal) |
Renewal of registration is required
within 30 days of the next confirmation day specified on the
Alien Registration Card. Those under 16 should also renew their
registration within 30 days of their 16th birthday.

Passport, 2 photographs (4.5 cm * 3.5 cm), Alien Registration

Reissuing Alien Registration |
Should an Alien Registration Card
be lost or stolen, it must be reported to the police and application
for reissue must be made within 14 days.
Required Items:
Passport, 2 photographs (same as above). |
Returning Alien Registration |
If the holder of an Alien Registration
Card dies, a member of the same household is requested to return
the card within 14 days to City Hall. If the holder leaves Japan
without obtaining a re-entry permit, the holder is requested
to return the card at the embarkation port (airport). |
Proof of Alien Registration |
Apply in person when proof of alien
registration is necessary. Should a representative apply, attach
a letter of proxy.
